I think the image itself would stand a bit more exposure.
That said, I see the EXIF says; 1/125s @ f/5.3 at iso3200 and 45mm on a Nikon D3100, so you were struggling.
I tend to agree with Neil, the border makes it look like a postage stamp (maybe that's what you wanted), except there's no monarch's head or price on it. It is an odd 'dead centre' composition too. I'd be tempted to go with a square crop on this.
Did you blur it to tackle the noise I wonder, rather than to provide an enhanced bokeh?
If so, there are better ways of dealing with noise at high iso, some involve money, but some are just taking or processing options.
It isn't too sharp either, I suspect the high iso noise reduction and possibly PP issues (lack of sharpening). Was it shot RAW?
However, the white balance is ok - I've seen (and taken) far worse shots under flourescent tube.
That seems a lot of negatives, but you learn more if I'm honest

Frame and blur were part of my experiment to move the attention from the rug which has strong red colors and then move the focus to his face.
