I'm lucky to live close to a small nature preserve that has a nice variety of dragonflies. I just walk around the waters edge looking for places they might perch. Most times one of them will land. I also look in the vegetation a little back from the waters edge.

Do not use a tripod and no they do not sit still for very long.
