That looks like water canon, but something to do with earth digging, 'eh ? ?
milk foam from a cappuccinno machine
Some kind of horn on heavy duty machinery or truck. OR exhaust from something

Wow - so many are either right, or so close, I'm not sure who to award the points to!
It's not really a fire HOSE - it IS a water canon, but not a police one, and not one to do with digging.
I'll put you out of your misery and give you all 10 points for trying so hard; here's another shot of it from a different angle, along with a few more from yesterday ...
By the way - just for the record - the fire service were there to burn down 2 old houses, so I wasn't there to document someone elses misfortune
I can't say that it's used too often around these parts - I think it's mostly to give the volunteer firemen a bit of a "live workout". Quite amazing job they do too - and for no pay. A young lady who used to be our neighbour carelessly left some cooking unattended (in another part of the community in which I live) - it set fire to the kitchen and did quite a lot of damage - but it would have been burned to the ground if it weren't for those volunteers.
Thanks Donald - yeah - I kinda liked that one for the same reason. Not quite as dramatic as him carrying a rescued baby, but was the best I could come up with! To be honest, it wasn't really a serious photo job for me - I've just learned from experience that if I document some of these things now, they're good to look back on later - so just by equivalent of "snap shots" (and I didn't even ask any of the firemen to hold a gray card next to the burning building!)By the way, 'Job Done' is, I think, a superb image. Packed full of character and drama.
Great Job. Volunteer firemen are the best.
