Hope you don't mind this re-work, based on your JPEG. For me the real subject matter is the texture of the wall of the building, but couldn't really get that out of the image as is.
Apart from the crop that makes the building a bigger part of the image, I've rotated it so that it's level at ground-level (if you see what I mean). In Levels, I moved the black point in and I moved the mid point slider to get, what I feel, is a bit more 'depth' into it. And then I applied Local Contrast Enhacement using GIMPs Wavelet Sharpen tool with radius at 1.5 and amount at 0.3.
Finally, I wondered why you went for ISO 200 and 1/250th. Would 1/125th at ISO 100 have given you an image that you could do more with?
