Shot using the Waterfall mode on my Samsung Galaxy Camera.
Essentially it takes a number of short exposures and stacks them in-camera meaning you can get motion blur regardless of how bright it is.

Just a heads up - its not a Galaxy Phone its a Galaxy Camera...but Google away as its an odd beast and worth a look into.
