Attached photo was taken with a canon 7D, exposure 2.5 secs @ f16, using 4 stop filter. Trying to create a kind of ethereal effect.. any and all advice welcome

If you didn't tell me it was a seascape, i would have thought it was a snow covered landscape. Has a snow or frozen look to it.

Point taken. It's the South Quay lighthouse in Dublin. The foreground is Dublin bay.
