Since NG charges for entries, I imagine that they could hire people to review the images entered.

For starters, what you pointed us towards was the voting for the "Viewer's Choice" image. So, that amounts to anybody who wants to following the voting procedure gets to vote. Nominating yourself to be a Viewer's choice vote isn't complicated! ;~)
