I wanted to emphasize the sky and clouds but liked the building also. Is the second too much of a crop?

My view; in a word yes.Is the second too much of a crop?
How about this?
I appreciate you had only cropped, not fully PP'd it, but I couldn't resist a straighten, Levels, a little cloning, LCE and sharpen (click to see bigger).
I did try to keep it 'moody'.
It is a case of getting the right balance between amount of buidling vs sky - whether my interpretation is any better is yet to be seen.

Yes, it does help. I could see, after the shot, all the unwanted objects but couldn't decide whether to trim them all out and lose the character of the building or leave them in and see how they balanced the image.
