I would say the larval stage of some insect, Brian. Some species cover themselves with various debris including dead skin and excrement.
Here is one which I found recently; the larva of a Lacewing. It was running around on a leaf picking up bits of anything edible with its fearsome pincers.

I'd agree with you, we have Lion Ant larvae that do the same hide under a bunch of dead bug part trick. We have others that look like short (1 inch long) tubes.
