Took this at sunset 'obviously' and am happy with it except for the water, which looks as though it is covered with little sparkles or dots. This was taken with my Tokina 11-15mm lens and I am using RAW for the first time.
Is what I am seeing some kind of noise? Can I fix this in post processing, in Lightroom? Is it related to using RAW? Your comments are always appreciated.

IMO it is a bit noisy. You can see it better if you view your original file at % 100 size. Noise can be caused by high ISO values or long exposures. As far as I know ,it has nothing to do with shooting raw. I don't use LR, but, because LR is the same as ACR , I'm sure there is a noise reduction function in it as there is one in ACR. If you could post the exif data, I'm sure members would be more helpful
