It is certainly the sort of thing we see more of than we'd like. There is a prevalent tendency for our legal system to proceed as though the best solution for any disagreement results from a fight about it. ("adversarial" = "justice"). It's possibly partly a product of our frontier psychology combined with anglo traditions, but this wouldn't explain its differences from "Sraylya" where things seem more moderate.
