It's like a hierarchical governance structure - a claim as to which is authority has the the most powerful/influence on our lives in political terms (except I don't know what the 'bottom' flag is - Is it a regional body?).
For those who will not be aware:
The 'top' one is the flag of the European Union
The second one is the flag of the UK
