Newbe... Photoshop 7 pointer is not right.

I'm new to his Web site so if I do something wrong or stupid please let me know what I'm doing wrong and how to correct it.

My pointer tool (cursor) in Photoshop 7 is not working right.
In order to change the FONT family I have to click approximately 2 inches to the right and 1 inch down to where I should be clicking. Same with Font style and Size. Other tools are doing the same.
But File, Edit, Image, Layer etc. are working fine.
the cursor does not look right. Like the image is doubled or something.

What I have tried to find a solution is:
    Changed resolution.
Pressed <Cntrl> <Alt> <Shift> when starting up Photoshop in windows.
    Reinstallation of the software.
    Minimize and maximize the screen.

Other notes: Has not been like this until recently. Don't know what caused it.
Dell Inspiron 17R 5721 Laptop. Adobe Photoshop 7.

    Any suggestions would be appreciated!
Also I would like to get an email when I get reply's to this message. If it is not automatic can someone tell me how to change this please. Thank you.

Photoshop 7 is a bit old, but my guess is there exists an "options" screen where the size and type of the cursor can be set.

My memory is quite vague but I seem to recall some effect of "caps lock".
