The placement of the jetty works for me. It is a wonderful photograph but is a little dark on the uncalibrated screen I am using at the moment.
It is interesting in that you seem to be breaking a few rules(guide lines) of composition but when you analysis it a bit more closely you have not. (horizon on 1/3, end of jetty on 1/3rd, sweeping curves, and a diagonal lead in) Best balance and composition I think is instinctive but it is surprising how often after selecting and cropping an image it does end up conforming to the "rules".
The placement of the jetty is fine.
I would be concerned about the lack of tonal range - there is little in the sky to indicate a "sunrise" is proceeding.

Looks good to me. The only thing that spoils it a little is the sand bank or island beyond the jetty on the right. It spoils the isolation of the jetty. On the other hand, unless you have a spare dredger to remove it, you have to work with what's there. I'd be happy to put it on my wall, which in the final analysis is the best judge of a good picture.

I think the composition works well. It does look a little dark to me but that may be the look you were after. If it were mine, I'd probably increase the exposure by about half a stop in pp. Also, I'd increase the Contrast and Structure a bit in Silver Efex (if you use it).

As far as composition goes Warren, I don't think you could do any better. As some have pointed out it seems a little dark, but I really do like the image nonetheless.
I love the texture in the boards and rails in the foreground and I think B & W was the right choice for this image.

Ticks all the boxes for me. Good comp. I like the fact that the island on the horizon provides somewhere for the eye to go and strong atmosphere. Nice image.
