Hi bruce, a nice image you have there. A bit more editing would help it out alot.
A crop to 16/9 will move the buildings out of the center and remove some of the foreground.
There is alot more detail, that can be gained in the sky.
Some saturation and a touch more sharpening.
A couple mild vignettes to draw the eye into the center of the image.

I think you tried to get too much into this image but did not get the ends of the buildings on the left or right side. Suggest you concentrate on the most interesting portion of this image, which to me is this
Even so, the fountain hides what I think is probably an interesting building. Perhaps if you had moved to the right a bit and not tried to keep the image as symmetrical, you would have captured a better view.
Ken, thank you for your comments. I did get a photo (which I have not posted) of the center building w/o the fountain. I shot a pic between the fountain, and the pool of water beyond it. The reason I have not posted this particular photo is due to the fact that this pic clearly shows construction going on in the right side of this image.
