If you have to include the stairs (I understand why that may be necessary), it would be ideal to have someone standing on them viewing the falls.

Agreed. While the water trails are very well done, I would also recommend trying a portrait-orientation crop fairly tight to the waterfall. To me, the empty stairs don't add much.
