Hi, please can someone tell me how to make individual colours brighter in LR 3...esp to make a water or a sky more blue..an easy way puleez .

Two ways:
With the colour sliders on the right panel in Develop.
Or by clicking on the switch on the colour sliders panel, and then dragging the mouse on an area you wish to change ( drag mouse up or down).

Keep in mind, that these suggestions are 'global modifications'. So if you bring up the yellows and oranges to emphasize the beautiful colours of the leaves, skin tones are going to be way out of whack, and so on and so forth...

It would be useful if you could post a sample of a picture in question, so that we can get a better idea as to where you are coming from. I find Lightroom is okay for global adjustments, but if serious surgery is required, it is rather limited and full-blown Photoshop might be required.
As a starting point, have a look at the histogram of your image to ensure that you have a good distribution of values across the range and tweak that as necessary. Increasing the saturation settings will give all the colours in your image more "pop".
