I assume he was trying to tie the clouds to the head (or brain) of the man leaning over the edge on the left. IMHO for the title to work, there needs to be a more substantial connection between the man and the clouds. It is really hard to tell what it is on the left and I couldn't immediately tell if that was even a man's head looking over the edge. The clouds are nice but not "stormy". Perhaps he was thinking not of plotting World domination but where to pick up a refreshing cup of tea. I understand the idea and it is worthy of pursuit but, much like my work, needs compositional refinement.

First thing I saw was the persons head and then the leg and foot further down. WOW he /she must be tall!.
Love the graphic shape of the storm wall and the tantalising section of water low down - and love the sky. Seriously great sky.
I don't find the title works with the picture however.
I'd love to know what else you took with that sky.
